International Olympic Committee President Thomas Bach said on Sunday that the "warm welcome" that football fans received at the 2018 World Cup had "changed the perception of Russia."
Russian President Vladimir Putin held a meeting with Bach in the Kremlin on Sunday.
"This is certainly a huge success for the Russian people, who proved to be kind and hospitable hosts. I certainly believe that the warm welcome that Russian citizens have given to their foreign guests has changed the perception [of Russia]... in different countries," Bach said.
He congratulated Russia on the success of this summer's tournament.
"I'd like to congratulate you with all my heart on the success of this World Cup. Russia have really proved once again that the country can create such large-scale events due to exceptional organizing skills," Bach added.
FIFA President Gianni Infantino said on Saturday that the 2018 World Cup in Russia was "the best in history."
The World Cup, which kicked off on 14 June, will come to a close later on Sunday with France, who are looking to lift their second World Cup trophy, facing Croatia in the final at Moscow's 78,000-seater Luzhniki Stadium at 18:00 local time.
