The Volgograd Arena, built in Volgograd for the 2018 World Cup, will be used as the home ground by local side Rotor after the tournament.
"The stadium will be used for its intended purpose - for our football team's matches," said organising committee member Arkady Grushko.
"We presume that in a certain time the team will reach the Russian Premier League and will play all their home games at the Volgograd Arena."
Rotor currently play in Russia's second tier. Their first home game is scheduled for late July.
They have already hosted two other sides at the Volgograd Arena in test matches ahead of the World Cup.
