AAP reports the Australian Professional Football Clubs Association (AFPCA submitted a document to FFA chairman Steven Lowy questioning the independence of the board.

Lowy's proposal for a new FFA Congress is likely to be voted against prompting possible FIFA intervention.

The document is in response to a July letter from Lowy requesting clubs provide evidence or stop making allegations, and outlines previous affiliations between FFA board members or their companies with the Westfield Group or Lowy family.

"In line with your request that we provide particularised details of our concerns, please find enclosed an initial document for your review," AFPCA chairman Greg Griffin outlined.

"The document has been produced using open source publicly available information and all sources have been referenced throughout.

"I look forward to your response in order that we might then determine subsequent actions."

Lowy is expected to front media Thursday afternoon following the meeting.

More to come.
