Jean-Louis Dupont, who represents Belgian player agent Daniel Striani, has lodged the complaint against Europe's governing body via the European Commission. 
 
The FFP legislation, due to be introduced next season, is aimed at ensuring clubs work towards achieving break-even budgets, under threat of being excluded from competing in European competition.
 
According to Dupont and his client, the move will restrict competition.
 
"In effect a club owner is prohibited from overspending even if such overspending aims at growing the club," Dupont said in a statement.
 
Dupont suggested the new rules would favour the bigger clubs and increase the gap between the richest and poorest outfits.
 
The Belgian played a role in initiating the Bosman ruling, a case heard at the European Court of Justice in 1995 which secured the right of players to move freely at the end of their contracts without being subject to transfer fees.
 
In a counter-statement, UEFA addressed the notion that FFP might contravene European Union (EU) law: "UEFA believes that Financial Fair Play is fully in line with EU law and is confident that the European Commission will reject this complaint."
