The German champions, who were impressed by Amini during a trial in March, are understood to have offered AU$340,000 for the Young Socceroo.
Dortmund have been actively pursuing Amini since his trial, reportedly making an offer AU$135,000 in April however their advances were thwarted by the Mariners who valued the youngster much higher.
But Dortmund general manager Michael Zorc told Bild the club had tabled a new offer which they felt would go through.
"We have made the Central Coast Mariners a new offer for Mustafa. We are confident that we are now certain," Zorc said.
