Derby manager Paul Jewell today hit out at what he believes are inconsistencies in the transfer system.
Jewell lost out this week when he tried to get Danny Mills' loan move from Manchester City cancelled after the former England defender was ruled out for the rest of the season.
But City still have a chance of signing the Portsmouth striker Benjani Mwaruwari even though the deal did not go through before Thursday night's midnight deadline.
Derby were told they could not scrap the Mills loan when Jewell spoke to Premier League chief executive Richard Scudamore, and Jewell clearly feels the same standards have not been applied.
"Maybe the transfer window isn't shut," Jewell said.
"I don't know what the Manchester City situation is but surely the rules should be the same for everybody.
"I phoned Richard Scudamore on Wednesday and asked him about the Danny Mills injury and whether we could cancel the loan and get another player in.
"But he came back to me very quickly and said that wasn't possible and that rules are rules.
"But that doesn't appear to be the case, perhaps it's rules are rules for Derby County but maybe not for other clubs."
Under the regulations, Jewell was unable to bring in another player on loan from this country although he did bolster his defence with the deadline-day signings of centre-back Alan Stubbs and goalkeeper Roy Carroll.
Stubbs left Everton to sign an 18-month deal at Pride Park while Carroll's drawn-out move from Rangers finally went through with the Northern Ireland international joining until the end of the season.
Both will make their debuts at Birmingham tomorrow and Jewell is delighted to have added their experience to a defence that could be one of the oldest on view in the Premier League this weekend.
The 36-year-old Stubbs will line up alongside Darren Moore, 33, Marc Edworthy, 35, with the 30-year-old Carroll behind them.
Jewell is not concerned about age and knows there is no substitute for experience.
"That Arsenal defence that had Steve Bould and Tony Adams in it didn't do too bad and they didn't have anyone under 30.
"Some of my best signings were players of a similar age, players like Matt Jackson, Stuart McCall and Arjan de Zeeuw who went on to become very successful for me (at Wigan).
"Alan is a good defender and a good footballer and I'm very pleased to have him with us. He took some prising away from Everton because David Moyes didn't really want to let him go.
"He will bring great experience and great knowhow to the team and hopefully he will help us between now and the end of the season."
Carroll's move from Scotland was held up while Rangers searched for another goalkeeper but Jewell believes the frustrating wait will be worthwhile.
He is set to replace Wales goalkeeper Lewis Price, who has done well since he replaced the injured Stephen Bywater. The latter has now gone on loan to Ipswich.
"I just feel we need a bit more experience until the end of the season," Jewell said.
"In Roy, we have got a top-class 'keeper and a hungry one."
Stubbs is expected to take over from Claude Davis who is struggling with a knee problem but Jewell is unlikely to make many other changes from the midweek draw against Manchester City.
Australian winger Mile Sterjovski could be involved if Derby get his international clearance papers through in time.
