Muscat was clearly seen on television to have stood on Adelaide United defender Daniel Mullen as he tried to get to the ball in the second leg of the semifinal.

But the FFA ruled that as the incident was seen by the referee, the match review panel was powerless to intervene.

They have however demanded Cassio explain his arm pumping gesture to Victory fans after he was dismissed for his second yellow card in the 4-0 thrashing.

And Vidmar's post-match outburst also attracted the FFA's attention, alleging it breached their code of conduct.

They have demanded responses from both before passing judgement on Wednesday.

A statement said: " The independent Match Review Panel (MRP) today considered an incident involving Kevin Muscat (Melbourne Victory) and Daniel Mullen (Adelaide United) in the 66th minute of the match between the two clubs on Saturday night. As the matter did not escape the attention of the referee, the MRP has no authority to intervene.

"Football Federation Australia (FFA) advises that Adelaide United player, Cassio Oliveira (Cassio) has received the mandatory one match suspension on the basis of the two yellow cards received in the match."

It added: "FFA has alleged that Cassio has breached the National Code of Conduct in relation to his conduct following the issue of the second yellow card. Adelaide United and Cassio have been asked to provide a response on this allegation. A decision will not be available on this matter until 18 February.

"FFA has also alleged that Adelaide United coach, Aurelio Vidmar, has breached the National Code of Conduct in relation to his post-match media conference, particularly in light of the specific responsibilities of club officials. Adelaide United and Vidmar have been asked to provide a response on this allegation. A decision will not be made available until 18 February."
