The Brazil international completed his €57 million move from Santos on Monday, signing a five-year contract with the Catalan outfit which contains a €190 million buy-out clause.
And, after being unveiled in front of a packed Camp Nou, the 21-year-old expressed delight at being given the chance to play for Barcelona.
"I am very happy to be living a dream," he said.
"It's a special day not only for me but for my family as well. I have so many people to thank and I'm very grateful for the opportunity to play with such players, players I have admired since I was young. It's a new stage in my life and I want to bring a lot of joy and a lot of triumphs here. 
"It was very emotional going onto the pitch at Camp Nou, the way that all the fans applauded me I had to hold back the tears. This is not the dream of Neymar the adult, it is the dream of Neymar the child. I'm really pleased with everything."
Vice-president Josep Maria Bartomeu revealed at Monday's press conference that Barcelona had originally hoped to secure Neymar for 40 million euros, but were forced to up their price due to interest from other clubs.
One of the interested parties was Barcelona's arch-rivals Real Madrid, but Neymar has insisted that money did not influence his decision to turn down the Santiago Bernabeu side.
"They are two great clubs, no doubt about that. I'm really pleased with everything, I'm pleased both clubs wanted to sign me but I followed my heart," he added.
"It was a family decision. I listened to my mother and father but of course I had the last word. Money has never motivated me or my family, from when I was young my father has guided me. The most important thing that makes you happy is not the money."
Neymar also claimed that he has little interest in winning recognition as the world's best player, and is instead concentrating on helping Lionel Messi continue to clinch the Ballon d'Or.
"I'm not bothered about being the best player in the world. The best player in the world is here, it's Lionel Messi," he continued.

"I’m really pleased because I’m so lucky to be able to play alongside him and I want to help him so he can continue to be the best player in the world."
