Meanwhile, Owen Hargreaves is close to agreeing a surprise deal to join Manchester City and Newcastle have completed the signing of Inter Milan left-back Davide Santon for a fee in region of £5million.

Parker told the Hammers' website, whufc.com: "I have had a fantastic four years at West Ham United and will never forget all the support I have had from fans and everyone associated with the club.

"The manager and board have tried hard to convince me to stay but, at this stage in my career, I need to be playing in the Premier League, especially now that I am involved with England."

Redknapp, who expects more movement before the transfer window shuts, said of Parker: "He's a good player, I think he's what we need. He's a good lad, great attitude. He'll be a good addition for this team."

Spurs pair Alan Hutton and Peter Crouch are both in line to leave but Redknapp is adamant Luka Modric will not move to Chelsea, despite rumours of a cash-plus-Yossi Benayoun offer coming from Stamford Bridge.

Press Association Sport understands 30-year-old Hargreaves, who was released by Manchester United this summer, has had a medical with the Blues and the results have been sufficiently positive for dialogue to be opened over terms for Hargreaves to be offered a contract.

Given Hargreaves' abysmal fitness record, this would almost certainly be heavily incentivised, and the kind of pay-as-you-play deal which Michael Owen signed when he joined Manchester United two years ago.

City goalkeeper Joe Hart said: "It would be a good signing. He has struggled a bit since he came to Manchester United but that is not down to ability, just his fitness.

"He was a very important England player, and if he could get back that form, obviously he would be an asset."

City are also keen to off-load with Shaun Wright-Phillips and Craig Bellamy both favourites for departure, although there could be sticking points over wages.

Magpies boss Alan Pardew was relieved to plug the gap left by the departing Jose Enrique as the 20-year-old Santon completed a five-year deal after passing a medical at St James' Park.

Pardew said: "We are delighted to bring Davide to Newcastle. He is a quality left-back and an established international who also gives us flexibility in defence. I am sure he will adapt to the Premier League very quickly."

Santon made 40 appearances for Inter after moving through their ranks, and said: "I am really pleased to sign for Newcastle. The chance to play in the Premier League in front of 50,000 fans at St James' Park was too good to turn down."

The Magpies also added Charlton goalkeeper Rob Elliot to their ranks for an undisclosed fee tonight.

With the transfer window closing tomorrow night, some teams are preparing to leave it late with Arsenal boss Arsene Wenger close to adding Andre Santos and Per Mertesacker to his squad.

Liverpool are expected to confirm the signing of Uruguay centre-back Sebastian Coates while out-of-favour midfielder Joe Cole is reportedly considering a loan move to French club Lille.

Reds midfielder Christian Poulsen is set to join French Ligue 1 minnows Evian while striker David Ngog is on the verge of a move to Bolton.

Raul Meireles has emerged as a target for Chelsea but Liverpool have ruled out bringing back Benayoun as part of a makeweight deal.
