Kraev, 25, has 24 international caps after debuting for Bulgaria as a teenager, playing most recently against world champions France last year.
The attacking midfielder heads to New Zealand after being released from Danish side Midtjylland, where he won the league and briefly played alongside Socceroos star Awer Mabil.
Beginning his club career at Bulgarian powerhouse Levski Sofia, he also played in Portugal after being sent to Gil Vicente and Famalica on loan from Denmark.
Kraev spent most of last season out of Midtylland's first team.
"The offer from the Phoenix interested me," Kraev said, describing himself as a "creative player and my role is to score and assist goals".
"I had a couple of other options but I had a good feeling about this.
"The A-League is growing and getting popular and I wanted to be a part of it."
Kraev has signed a two-year deal.
He will wear number 11 and play as number 10, as the Phoenix's chief creative midfield outlet.
Under coach Ufuk Talay, Wellington have made a habit of using an international visa spot on a quality attacking midfielder, signing Ulises Davila and Gael Sandoval.

Talay said Kraev's age and profile made him "a little bit different to the 10s we've previously signed".
"He's a lot bigger. At 186cms tall he's a good size. He's strong on the ball and deceptively quick for his height," the Australian coach said.
"But he's still technically good on the ball and he can score goals.
"He's also energetic and when I spoke to him on the phone about making the move he was excited to come to New Zealand and play in the A-League."
Talay said Wellington's transfer business would continue with "two or three" additions prior to the season kicking off in October.
