Ultimately, the decisions to name Russia as hosts in 2018 and Qatar in 2022 were borne out of the desire to break new ground.
The sense of injustice felt by Blazer is somewhat undermined, however, by the fact he voted for Russia on the grounds of legacy, feeling England's bid had less to offer.
Doubtless his trip to Russia to meet Prime Minister Vladimir Putin in the run-up to the vote helped simplify his decision making process.
Blazer chronicled the meeting on his personal blog page and described the encounter as a "special experience".
Clearly taken with Putin - "a firm handshake and a personable smile set the tone" - his flattering account is presented with photos that depict the leader in a variety of guises.
Included on Blazer's blog page is a section called 'Chuck With', where he is pictured alongside a succession of famous people, among them Hillary Clinton, Pele and the Pope.
Such enjoyment of his celebrity status, however minor it may be, adds to a kooky persona which has made him a talking point beyond his allegations of corruption - but this offbeat character clearly possesses a ruthless streak, as his revelations over long-time companion Warner's alleged conduct show.
