Howard Wilkinson believes the Barclays Premier League is the new "Hollywood" following the arrival of another foreign coach.
The chairman of the League Managers Association is calling on the Football Association and the Premier League to stem the tide.
Wilkinson claims England will suffer in the long term if tough measures are not implemented.
He was speaking in the wake of the appointment of Spaniard Juande Ramos at Tottenham after leaving Sevilla.
Ramos joins the likes of Arsene Wenger, Rafael Benitez, Avram Grant, and Sven-Goran Eriksson in the top flight.
"It is not just a real worry for the LMA, it is a real worry for our nation, "Wilkinson told Five Live's Sportsweek programme.
"I do not think it is just a question of managers and coaches.
"This spreads throughout the whole of football right down to grass roots and will eventually affect standards at the elite end, by that I mean the England team.
"Yes, the infusion of foreign players and foreign coaches has raised standards.
"But the uncontrolled rush of them will eventually lower standards.
"If we are to do anything about that then we need strong leadership at the FA, Premier League and within clubs because it has now become Hollywood."
Ramos succeeds Martin Jol and will attempt to drag Tottenham up the table after a dreadful start which has seen them win once in 10 league games.
It was an open secret Ramos was their preferred choice when the season began, leaving the Dutchman in a no-win situation.
According to England coach Terry Venables, a former Spurs manager, the matter could have been handled better.
He said: "Spurs have to make sure in the future they are proud of what have done.
"Sometimes it is better to deal with these situations than play around.
"He (Jol) was constantly under pressure. But if you win one game in 10 that does not help.
"Spurs are a big club and maybe they have not lived up to that reputation. Perhaps they needed a change.
"Ramos' track record speaks for itself. Now they need to go forward and make a positive situation."
