The Ghana Football Association insist they have done everything required in their bid to have Kevin-Prince Boateng eligible to play for them.
The Black stars are keen to have the Portsmouth midfielder available for this summer's World Cup and together with Boateng, who has eight Germany Under-21 caps, have been trying for several months to complete the player's nationality switch.
Recent reports suggested the GFA have not fulfilled all the conditions but vice-president Fred Pappoe claims they have sent all the relevant documents to FIFA.
"We started this process about six months ago and have sent every document that FIFA has asked for," Pappoe told the official federation website.
"If there is anything we have not done then FIFA has not communicated that to us so to create the impression of an incompetent body is mostly unfair.
"We have been in regular touch with Kevin and he understands we want this to happen, the coach (Milovan) Rajevac is keen on him and we were the ones who initiated this process.
"We have been sent letters from the German FA stating they have no objection to the switch to FIFA and have asked for documents relating to his mother's nationality even though it has no bearing on the outcome of the ruling."
Boateng, whose father is Ghanaian, announced his intention to play for the Black Stars last June.
Ghana have been drawn in Group D for this summer's finals alongside Germany, Serbia and Australia.
