The Football League board will tomorrow discuss the possibility of scrapping draws and deciding games by penalty shoot-outs, according to BBC Radio Five Live.
However, no vote will be taken at the meeting and a detailed proposal will only be formed if there is significant support shown.
Club chairmen and chief executives will discuss the issue, which was initially raised in the League's fans survey recently, before any further action is possible.
