Instead, the club will go after young proteges with the intention to eventually develop them into world-class footballers.

Milan were forced to cash in on Zlatan Ibrahimovic and Thiago Silva in the summer transfer window due to their dire financial situation, but Galliani is confident that they will return to the top soon.

"We are building around young players, because that is what Italy requires at the moment. Our new slogan is that we do not buy top players but we create them," Galliani told Milan Channel.

"That is a must and we are doing well in creating top-class players. We a scouring the world market for under 22s and 23s and that is what we will aim to bring in.

"We are starting from scratch, this is year one for a new Milan and we hope and think we will be back to winning ways internationally in the near future."

The San Siro side currently sit seventh in the Serie A table with 27 points from 17 games.
