The Belarus international may have played his last club game this season after he was handed a retrospective three-match suspension by the Football Association for slapping Reading captain Graeme Murty during last week's Premier League encounter at the Emirates Stadium, and speculation over his future continues.

Earlier this term it was reported former Stuttgart midfielder Hleb, 26, held secret talks with Inter while in the city ahead of Arsenal's Champions League game against rivals AC Milan at the San Siro.

Now Inter coach Roberto Mancini has confirmed their interest, declaring the Arsenal winger was one of the players they "would like to sign".

Such manoeuvres have not impressed Wenger, with the club having already endured the 'tapping-up' saga of full-back Ashley Cole by Chelsea during 2005.

Wenger declared: "We will not accept that between big clubs. If I want a player from Inter Milan, I call Inter Milan. The way they proceed is absolutely unacceptable.

"If they are interested, why do they not call me?

"They can call us or we shall report them to FIFA. You never hear me talking about players who are under contract somewhere else.

"If I want to buy someone, I call the chairman and I ask him if he is for sale."

Wenger added: "Some Italians (clubs) are the same, they use the agent to try and destabilise the player.

"It's not destabilising me at all - but I think, if they want to buy a player from us, they call me and accept the answer they get.

"I make the decisions, if a club wants to buy a player who is under contract, they contact me, I don't have to talk about that in the newspapers because if I did I would never finish."

Wenger, though, insists Hleb - who has impressed this season - is going nowhere.

"We want to keep the team together, I do not change my mind every week. I am quite stable on that front," insisted the Arsenal manager.

"[Under the new rules] A player can buy out his contract, but not Inter Milan. If Inter Milan wants to buy a player they have to call me."

One player whose future could well lie away from the Emirates is Mathieu Flamini.

The French midfielder, currently sidelined by injury, is out of contract at the end of the season and has been strongly linked with a move to Juventus.

An offer of a lucrative new deal is currently on the table from the Gunners and Wenger is keen for the situation to be resolved one way or another this month.

Wenger said: "The deadline is next week, the end of April.

"I believe he wants to stay, we want him to stay.

"I respect our wages structure. We have made an offer which we think is decent and if it's not good enough, we will know soon."

Arsenal head to relegated Derby on Monday night, and Wenger has indicated he could give some of his fringe players a chance to impress - with young Pole Lukasz Fabianski expected to start in goal and Brazilian teenager Denilson also ready for action.

"There are some players I want to see," Wenger confirmed.

"However, I've not much of a choice at the moment, I have only 14 or 15 fit players, so a few of them will be involved."

Wenger insisted Arsenal can still end the season on a high after seeing the Premier League title slip away along with their dreams of European glory.

"We have won 21 games and our target is 83 points," he said.

"I feel we have made progress. Last season we were never in the race which is terrible for a big club. This year we were definitely in the race - if we had won at Old Trafford we would have had a 90% chance of winning the title so it was on one game.

"We were winning 1-0 in a few games, against Chelsea and Manchester United, so it was very close. We were just very unlucky this year."

Wenger added: "I feel the team has performed well. We are very disappointed not to have won it [Premier League], but, looking at the bigger picture, nobody counted us in the race at the start of the season.

"I feel we have contributed to the championship in terms of the quality we have produced.

"We lost games where we felt we had enough quality to win and we want to improve that next season."
