Robinho has become embroiled in a club-versus-country row after the Brazilian Football Confederation (CBF) refused to allow the forward to play for Real Madrid in the final round of the Primera Liga.
Brazil are due to begin their preparations for the Copa America, which kicks off on June 26 in Venezuela, and Robinho is part of the 22-man squad.
Madrid, meanwhile, are involved in a three-way race for the Spanish title, which will conclude on Sunday.
The club have asked the CBF to allow Robinho to stay in Madrid until the end of the season, but the Brazilian national team's supervisor, Americo Faria, confirmed that request has now been turned down.
"We will not release the player (Robinho). The CBF did receive the paperwork from Real Madrid, but we also depend on him," Faria told GloboEsporte.com.
Madrid are leading the Primera Liga ahead of Barcelona and Sevilla, and face Real Mallorca in their season finale this weekend.
