The 35-year-old frontman, who scored nine goals for the Fury last season, had been in negotiations with the Townsville club after he was released from his contract due to the club's off-field issues.

But North Queensland interim chief executive Archie Fraser revealed the Fury have pulled out of the race for Fowler, leaving Perth Glory and Sydney FC to fight it out.

''The club has discussed with Fowler's management the level we can go to to have him here next season,'' Fraser told the Townsville Bulletin.

''We have been surprised to learn that the indications are other clubs are offering higher than his previous contract with the Fury.

''It is disappointing for us and for our fans but we have to acknowledge that it is most likely he will be playing elsewhere and we need to now move on.

''The positive news for our fans is that it now does free up a substantial amount in our salary cap for the Fury to aggressively seek a number of quality players for the club.''

Perth Glory owner Tony Sage has been busy chasing Fowler in the United Kingdom, reportedly offering the former Liverpool legend $750,000 a season.

And Glory coach Dave Mitchell told The West Australian the club remains hopeful.

"He's very high on our list and while Sydney have the inside running we really want to show him what we can offer him," he said.

"We know he wants to remain in Australia and he'd be a huge capture for any Australian club.

"I've touched base with Robbie to find out what's happening with him in Queensland. As yet I haven't talked with his agent.

"He'd put bums on seats for sure. He's still a fantastic player and a born goalscorer. He's somebody I'm sure the FFA would like to keep in the country."

Sydney FC are also believed to have made an offer to Fowler, via his agent George Scott last Tuesday. 

It is understood, though, the Sky Blues haven't been able to match Perth's financial offer to Fowler.
