Russia's first-ever World Cup came to a close on Sunday with France beating Croatia 4-2 to lift the trophy for the second time.

"Outstanding World Cup! Compliments to the organization – and specially to Russia! In the end heaven was crying for Croatia and about the VAR decision," Blatter wrote on his Twitter account.

Antoine Griezmann converted a penalty in the 38th minute that referee Nestor Pitana had awarded to France after consulting the Video Assistant Referee (VAR) system before heavy rain broke out in Moscow as France were presented with the trophy.

The World Cup in Russia was the first major tournament where VAR was used by match officials to review video replays of game episodes.

Prior to the World Cup, Blatter said that using VAR at the tournament was "not very clever."
